Abstract
Brazil has a large framework of water resources supply system, with multiple purposes. Among these ones, two main purposes are distinct, considering its fundamental role to provide future basis towards productive activities in modern societies: water supply for urban systems and water resources for hydropower generation, both strongly dependent on water resources availability in Brazil. Despite the strategic relevance, it cannot be assumed that scientific framework is developed enough to support decision making of managers when facing supply risk, especially those concerned to the best moment and the best options to manage water supply and demand under critical events of drought. Most of current technologies being used in the water resources and hydropower sectors have been developed around the 70's decade, when cities were smaller and the country had a hydropower system not too complex as it is now. The impacts of supply crisis had more moderate consequences. Nowadays the situation is completely different, thus suggesting new technologies for risk analysis and management. The research project that has been proposed aims to develop a conceptual and methodological basis in risk management area, throughout a critical review about the main forms which those concepts have been applied to water supply and electric energy system. In addition, new methodologies in risk management will be proposed, being applied to these systems under research, which will be supported on the research results, but also including innovations from international collaboration. The platform for computational lab tests includes two decision support systems that the research team had already developed in previous research works. Authors of the proposed research believe in the strong potential of the project towards the enlargement of the current scientific and technological basis aiming at better water resources and energy security of the country.
